Will the merged PDF be small enough for a portal?

If the portal also caps the total PDF size, shrink each source image first using the Image Compressor, then merge. The merged file's size is roughly the sum of its inputs.

Is there a limit on the number of files I can merge?

There's no hard limit. Very large merges (hundreds of pages) may slow down your browser, but typical use of 2–10 files runs instantly.
